In this paper, Inna Lopatchenko from the National University of Civil Defence of Ukraine and Hynek Roubík from the Czech University of Life Sciences Prague examine the growing importance of detecting and countering collaboration activities in the context of modern hybrid warfare. Their study explores how public governance systems can respond to internal security threats and how institutions can better coordinate to protect national interests amid ongoing geopolitical instability.
Hybrid warfare presents complex challenges for public governance, as security threats increasingly extend beyond conventional military conflict. In Ukraine, collaboration activities, defined as actions that support or cooperate with hostile forces, represent a significant internal risk to national security. Addressing these risks requires coordinated institutional action, clear regulatory frameworks, and effective mechanisms for identifying and responding to emerging threats.
The article evaluates several key aspects of governance mechanisms aimed at countering collaboration activities, including the regulatory and institutional framework supporting national security governance, the implementation of anti-collaboration measures by state authorities, local governments, and security agencies, and the role of cross-sector cooperation, including civil society, in detecting and responding to internal threats. Particular attention is given to communication policy, digital monitoring tools, and integrated governance strategies that strengthen national resilience.
The study also identifies persistent challenges, including legal ambiguities surrounding accountability, the political sensitivity of prosecuting collaboration activities, and insufficient coordination among governmental bodies. Addressing these issues will require stronger institutional cooperation, improved legal clarity, and more comprehensive governance mechanisms to respond effectively to hybrid threats.
